  Message on specific channel to control the Registered Parameter Control.
  After this message the LSB of the selected parameter is send in the
  Data Entry message.

  Data is send in the following form:

    1011nnnn    Control Change; n=Channel [0.15= Channel 1.16]
    01100100    Registered Parameter Control LSB
    0000000v    If v=0 then Data Entry = LSB of Bender Range Sensitivity
                If v=1 then Data Entry = LSB of Master Fine Tuning

  Transmission will take 0.96 ms.
